**Job Summary**

Support the NASA technology transfer program at the Kennedy Space Center as established by NPR 7500.2, NASA Technology Transfer Requirements. This is considered an advanced position for technology. Relies on extensive experience and judgment to perform duties that typically include managing or monitoring technology development projects across an extremely broad set of technical disciplines; performing technical state-of-the-art assessments; representing technologies to external parties; making intellectual property recommendations to patent counsel; supporting the negotiation and execution of agreements (e.g. Patent and Copyright Licenses, Contractor 3rd Party Work Agreements, and Space Act Agreements); and supporting the management of the selection, award and execution of research and technology development projects. May rely on in-depth understanding and application of technology policy, technology law, patent law, and export control law and regulation. May rely on business acumen to understand new and existing commercial markets, technology insertion, competitive advantages, and market barriers. Must possess excellent communications, technical writing, and information management skills. The combined application of the critical skills listed below:

+ **Technical Understanding:** Significant technical skills are required to enable Technology Transfer Specialists to monitor technology development projects across an extremely broad set of technical disciplines and identify new technologies. Employees must be able to understand individual technologies sufficiently to perform technical state-of-the-art assessments, represent the technology to external parties and make intellectual property protection recommendations to the KSC Patent Counsel.

+ **Technology Transfer Knowledge:** Specialists must have a full in-depth understanding of technology transfer laws, policies and agreements to be able to identify, negotiate, execute and implement the appropriate agreement(s) for each unique partnership, including Patent Licenses (Evaluation & Commercialization), Copyright Licenses, Joint Ownership Agreements, Nondisclosure Agreements, Cooperative Research and Development Agreements (CRADA), Material Loan and Test Agreements, Free Transfer Agreements, Software Usage Agreements, Contractor 3rd Party Work Agreements and Reimbursable and Non-reimbursable Space Act Agreements.

+ **Intellectual Property Management Knowledge:** Specialists must also have a working knowledge of the application of patent laws to be able to converse with the KSC Patent Counsel on matters of patent protection, provisional versus non-provisional applications, copyright assignments, U.S. and international filing, “first to file” versus “first to invent”, and myriad other topics related to intellectual property. Employees must also have an understanding of U.S. Export Control laws and regulations.

+ **Business Knowledge:** In order to effectively conduct commercial potential assessments of new technologies, Specialists must possess the ability to understand new and existing commercial markets, technology insertion scenarios, product competitive advantages, market barriers and other factors that directly affect technology commercialization. Specialists must also have a sufficient business acumen to assess potential partner’s business and commercialization plans, including items such as capital acquisition and investment, manufacturing, scalability, marketing, distribution channels, royalty-based products and return on investment.

**Minimum Requirements**

Requires an advanced degree in a technical discipline, business, or marketing and seven years of related experience in technology development, project management, transfer, commercialization or marketing of technologies.
