**Job Summary**

AECOM is currently seeking to hire Commercial Manager to be based in St Albans

Delivering Procurement Services for Aid (DPSA) is a collaboration between AECOM UK’s Procurement Advisory Services and International Development (IDev) practices within Management Services. We hold a framework contract with the UK’s Department for International Development (DFID) to procure the goods and equipment needed to deliver the UK’s overseas aid projects, and provide procurement audit and advice to DFID, third parties who deliver aid projects, and developing country governments.

The DPSA Commercial Team, a critical part of the Commercial directorate, manages all the contractual matters associated with our client and supplier agreements, owns the commercial and risk management governance processes, and supports the Procurement, Growth and partnerships, and Operations teams in identifying, bidding for, contracting and managing projects.

The role is a very interesting, challenging and varied one, and requires a broad understanding of commercial matters including risk, contract terminology, negotiations, proposal and contract preparation, bid support, governance and risk management processes.

We work closely with Finance and Legal teams to address financial and commercial matters at both strategic and project levels. We are work with partner companies and clients in negotiations and contract management.

DPSA team is not only multi-disciplinary but is also located across a number of countries globally including UK&I, UAE, India, Nigeria, Ghana, Zambia etc., covering the key markets we operate in Africa and Asia.

Job Details:

The right candidate will adapt easily to changing project requirements, and be able to liaise with other DPSA and AECOM teams, reporting and escalating matters to the Deputy and Head of Commercial.

+ Drafting or supporting others drafting proposal documents, taking a lead on designing the commercial elements and financial models;

+ Commercial support (including QA/critical challenge) to procurement process and effecting resulting Call-down contracts with the client;

+ Interpretation, contract management and change control relating to the Framework Agreement (Fee structure, Exchange rate, termination compensation, etc) – including preparation of positioning papers and formal submissions to the client on behalf of the DPSA management team;

+ Drafting/effecting call-down contracts with our sub-consultants;

+ Drafting/negotiating bespoke call-down contracts with other third party suppliers who provide more ad-hoc services to DPSA;

+ Contributing to the DPSA sales proposition with the Business Development Team and producing the resulting agreements for third parties implementing DFID aid projects;

+ Developing and maintaining the DPSA Governance Model;

+ Managing AECOM governance requirements;

+ Input into disputes resolution between parties.

+ Facilitation and Engagement: ability to engage stakeholders across different levels and specialisms to drive solutions

+ Relationship management: be able to form strong relationships with DFID and Implementing partners to build trust and future business for DPSA

+ Communication & Teamwork: a team player and proactive communicator, notwithstanding the challenge posed by the dispersed nature of the DPSA team. Ensure that you share knowledge, expertise and experience with your Delivery team colleagues and across DPSA

**Minimum Requirements**

+ Contract management and risk management on large goods and services procurement or infrastructure programmes.

+ International experience including operational in-country experience in Sub-Saharan Africa is preferred.

+ Knowledge and practical experience of international development sector.

+ Good knowledge and experience in Supply Chain and procurement management including logistics and supplier relationship management.

+ Understanding of different types of contracting standards including NEC.

**Preferred Qualifications**

+ Bachelors Degree.
