**Job Summary**

The SP&A Team provides a full range of traffic and transportation planning services and is a key component in the Civil Infrastructure Business Line. Our Vision is to be the most recognized and trusted provider of transportation planning services to our clients in the Middle East. We envisage being the Middle East Centre of Excellence in all aspects of transport planning, but particularly in multi-modal transport master planning and transport modelling. This position is responsible for providing technical support in a variety of these service offerings, but with particular responsibility for Traffic Impact Studies, Multi-modal Transport Master Planning, Traffic Engineering, Traffic Capacity Assessments, and Access/Circulation Studies. The candidate is expected to independently evaluate, select, and apply standard planning and engineering techniques, procedures and criteria and to take on increasingly more complex tasks and to work with minimum supervision when carrying out tasks described at the planner/engineer level.

**Job Duties:**

The duties of the Consultant Transport Planner/Engineer fall primarily under the category of Technical Support, but also start to incorporate elements of Business Development. Key duties are as follows.

Technical Support.

+ Contribute to successful project completion by providing technical services in accordance with project time, quality and cost objectives as agreed with the Project Manager

+ Maintain, enhance and apply both design and technical knowledge

+ Ensure CAD protocols of drawings are correct.

+ Continuously improve technical and industry knowledge by participating in forums and other industry related programs

+ research, analyse and report on a range of quantitative and qualitative transport related projects

+ Assist in the preparation of tender submissions

+ Act as a Deputy Project Manager or Project Manager, as necessary

+ Develop detailed methodologies

+ Undertake data recording and analysis tasks

+ Review internal processes for effectiveness and efficiency and suggest possible areas for improvement where necessary

+ Other duties as required.

**Business Development:**

Ensure delivery is in line with the Business Line’s corporate objectives, on time and within the agreed budget

Effectively represent AECOM to relevant government departments, external agencies and other bodies appropriate to the post

Assist with the development and implementation of initiatives to enhance AECOM’s transport planning services offering, product, and supporting infrastructure (e.g. software, modelling tools, capability statement, etc.)

Maintain appropriate liaison with the business community, stakeholder and advisory groups

Maintain a watching brief on best working practices within and beyond local government, and ensure these are effectively communicated to the team

Liaise with other AECOM geographies to maximize the AECOM offering.

**Specific Skills Required:**

The candidate should have:

+ In-depth understanding of the underlying principles of traffic and transport planning and engineering, sufficient to carry out and support transport planning studies

+ Sound database / spreadsheet skills and preferably abilities in statistical / transport modelling software and the ability to handle large data sets

+ Working knowledge of AutoCAD, MicroStation beneficial, but not mandatory

+ A clear appreciation and understanding of fundamental highways engineering principles

+ Excellent technical writing skills

+ Very good Project Management skills

+ In-depth understanding of all aspects of AECOM’s Project Delivery System (PDS)

+ Very good understanding and practical use of AECOM’s APIC system

Technical skill set will include good understanding and practical use of the following:

+ Highway Capacity Software (HCS), Sidra and Synchro

+ In-depth knowledge of Trip and Parking Generation using locally and internationally developed rates

+ Local Authority (e.g. DoT, RTA, SRTA, etc.) requirements for Traffic impacts Studies and Transportation Master Plans

+ Knowledge of transport requirements of other peripheral agencies (e.g. civil defence, traffic police, planning departments, environmental agencies, etc.)

+ **Person Specification:**

This position is oriented predominantly towards technical delivery, with some duties related to the development of business goals and objectives. The candidate is expected to work closely with his/her line manager, project managers, and other team members in a cooperative and productive manner. As such he/she should demonstrate:

+ the ability to communicate effectively (orally and in writing), prepare presentations and reports

+ constructive participation in project teams

+ commitment to quality outcomes and pride in work

+ good personal organisation

+ proactiveness and the commitment to continual professional development

+ ability to take the lead on standard, small-scale projects

**Minimum Requirements**

+ This position requires a minimum of 2-5 years relevant experience and knowledge regarding transportation planning/engineering

**Preferred Qualifications**

**Education:**

+ Bachelors Degree Level Qualification or higher in a related field (mandatory)

+ Masters Degree (beneficial)

**Work Experience:**

+ Minimum of 2-5 years of relevant experience in the field of transport planning/engineering

**Professional Accreditation:**

+ Chartership/certification/licence from a recognized professional body (e.g. P.E., P.Eng., C.Eng., etc.) preferred.
