**Job Summary**

AECOM is recruiting for an Environmental Inspector (EI) for project work in the Pennsylvania, New Jersey, and possibly throughout the Mid-Atlantic and Northeast, in support of natural gas pipeline construction projects.

The EI report to and will assist the Lead Environmental Inspector (LEI) for the spread to which they are assigned. EIs will include a mix of staff capable of providing inspection for stream crossing monitoring, wetland delineation, agricultural monitoring, species of concern and other biological issues, restoration procedures, and other scientific disciplines. This is a part-time variable position but The Environmental Inspector will work a full-time schedule, separate from any other inspectors, with accountability for monitoring and report environmental compliance and inspection.

At a minimum, the EI, shall be responsible for:

+ Ensure a safe working environment is present for themselves and others

+ Participate in daily JSA tailgate training setup by the spread chief inspector

+ Understanding, maintaining, and enforcing every condition, procedure and mitigation measure listed in the Implementation Plan, environmental permits and Environmental Compliance Manual

+ Inspection and monitoring of daily construction activities within their assigned spread for compliance with environmental requirements, permit conditions, included in Environmental Compliance Manual

+ Identifying, documenting, and overseeing corrective actions, as necessary to bring an activity back into compliance

+ Install and maintain environmental signage according to project plans

+ Verifying that the limits of authorized construction work areas and locations of access roads are visibly marked before clearing, and maintained throughout construction

+ Verifying the location of signs and highly visible flagging marking the boundaries of sensitive resource areas, waterbodies and wetlands, or areas with special requirements along the construction work area

+ Identifying erosion/sediment control and soil stabilization needs in all areas

+ Approving locations of dewatering structures and slope breakers to avoid directing water into sensitive areas such as known cultural resource sites, wetlands, waterbodies, and sensitive species habitats

+ Collection and transfer of water samples required per regulations and permit conditions

+ Verifying that trench dewatering activities do not result in the deposition of sand, silt, and/or sediment near the point of discharge in a wetland or waterbody. If such deposition is occurring, the EI would stop the dewatering activity and take corrective action to prevent a reoccurrence

+ Ensuring that subsoil and topsoil are tested in agricultural and residential areas to measure compaction and determine the need for corrective action

+ Advising the environmental compliance manager and/or Chief Construction Inspector when conditions (such as wet weather) make it advisable to restrict construction activities to avoid excessive rutting, topsoil/subsoil mixing, or excessive compaction

+ Monitoring and document restoration of contours and topsoil

+ Approving imported soils and verifying that the soil is certified free of noxious weeds and soil pests, unless otherwise specified by the landowner

+ Ensuring that erosion controls are properly installed, as necessary, to prevent sediment low into wetlands, waterbodies, sensitive areas, and onto roads

+ Responsible for issuing stop work directly to contractor, if necessary to stop a non-compliance

+ Inspecting and monitor the maintenance of temporary erosion control measures per approved plans

+ Inspecting and monitor that equipment is parked at least 100 feet from the edges of the waterbody, that the storage of hazardous materials are more than 100 feet from the edges of the wetland and waterbodies, that trench dewatering is pumped through an appropriately sized filter device located in a well vegetated area at least 15 feet from the edge of the waterbody that the placement of excavated material from the trenchline is at least 10 feet from the top of the waterbody bank

+ Keeping records of compliance with conditions of all environmental permits and approvals during active construction and restoration

+ Prepare information for reporting as required within project specific permit requirements and provide to LEI

+ Identifying areas that should be given special attention to ensure stabilization and restoration after the construction phase

+ Available to address handling and disposal issues that may arise regarding hazardous materials, such as fuel spills, asbestos and PCB contaminated material

**Minimum Requirements**

+ High School Diploma or equivalent

+ 2+ years of experience

+ Computer software and application use ability for information tracking and reporting

+ Pipeline or similar utility inspection and construction experience

+ Ability to travel consistently with overnight stays at project locations. Position requires 100% travel within project geography

+ Environmental compliance experience

+ Must have knowledge and experience implementing the Federal Energy Regulatory Commission’s Plans and Procedures as well state specific best management practices for protection of regulated resources

+ Must pass a State and Federal criminal history/security background check; many projects/clients are security sensitive

+ Must pass pre-employment drug screen

+ Must be able to successfully complete initial and periodic screening requirements which may include drug, breathalyzer, urine and hair test

+ Must participate in and successfully complete a post-offer, pre-employment fitness for duty questionnaire

+ Must possess a valid driver's license and clean driving record

+ Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moist, dry, and dust; position requires frequent keyboard/mouse operations; Often standing/walking; Occasionally operating vehicles, working in an environment of heavy, moving, dangerous equipment, and lifting of less than 25 pounds; Rarely performing repetitive bending & stooping, working at heights, climbing stairs, using portable ladders, wearing fall protection, working in confined spaces, performing repetitive fine hand movements, and lifting of 25-50 pounds; Position will include wearing associated personal protective equipment

+ Must be able to work with several personality types on complex construction projects and have interpersonal skills necessary to manage staff, multi task, and inform contractors of non-compliance requiring action and resolution

+ Due to the nature of this work, U.S. citizenship is required
