**Job Summary**

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis in support to U.S. Pacific Command (USPACOM) in the areas of Humanitarian Assistance and Disaster Relief (HA/DR) operations.

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USPACOM Area of Operations; Concept Plans (CONPLANs); and Operational Plans (OPLANS) in order to ensure the Combatant Commander is postured to rapidly respond to contingencies in theater. In support of this, USPACOM is responsible for planning and outreach that will facilitate a more effective response to natural and man-made disasters; mitigate security impacts from environmental degradation throughout the USPACOM area of responsibility (AOR) and promote stable and resilient societies.

This position will provide analysis and advice on HA/DR activities being conducted throughout the USPACOM enterprise. This analysis will include key stakeholder input into Phase 0 design, planning, and execution of Operations, Actions and Activities being conducted throughout the PACOM AOR. The candidate for this position must be capable of coordinating with All Hazards stakeholders in order to synchronize OAAs during the Theater Campaign Plan (TCP) development and assessment cycles as well as gather information and make recommendations on incorporating Country Security Cooperation Plan (CSCP) objectives into the All Hazards line of effort.

This candidate will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for country plans as well as implementing changes to, planning for, and coordinating actions in regard to TCP, OPLAN/CONPLAN development therefore, an understanding of joint planning doctrine and methods and exceptional organizational, planning, networking, analytical, and writing skills is required.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts.

* Minimum Requirements

This position requires a bachelor's degree and minimum of ten (10) years of experience supporting the DoD; desired at least five (5) years’ experience working in the PACOM AOR.

The candidate must possess theater knowledge and advanced joint planning skills to shape and deliver the desired plans to include:

Detailed knowledge of USPACOM policy and strategy and a thorough understanding of USPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP).

Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

Ability to use state of the art computers and demonstrate skill in using integrated software (e.g., MS Office suite).

The candidate for this task must have a TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations.

Required Experience:

- BA or BS degree and 10 years of experience

- 5 years experience in military operations

- 3 years experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)

- Knowledge of Indo-Asia-Pacific region

- Experience in operational and/or strategic levels of DoD planning and/or execution

- Excellent oral and written communication skills

- Proficient at authoring analytical or policy documents

- Proficient at Microsoft Office applications (Word, Excel, PowerPoint)

- Experience conducting research on a range of topics and functional areas

- Top Secret security clearance with SCI eligibility
