**Job Summary**

The Water Division of AECOM is actively seeking a highly talented Program Construction Manager for immediate employment in the Detroit, MI area. The appropriately qualified applicant will be able to demonstrate an established career in Construction Management.

The responsibilities of this position include, but are not limited to:

+ Leadership, management and coordination of activities, processes and deliverables associated with Program construction and delivery of critical management information to the Program Manager, Task Teams, Project Teams and DWSD

+ Jointly with the Program Manager, discuss with DWSD their specific goals and expectations for your work activities

+ Inform client of proposed direction and manage client expectations to achieve common goals and objectives

+ Mentor, train and direct staff; seek resources required to accomplish required Program construction activities

+ Comply with the requirements of the DWSD/AECOM negotiated contract (CS-1812)

+ Drive field inspection and construction activities to achieve Program goals on schedule and on budget

+ Develop a Program Construction Management Plan (as part of the Program Management Plan –PMP) that will provide guidance to Program Task Leads, Project Managers and contractors on Program specific construction management and field inspection procedures, protocols, processes and tools

+ Assist DLZ (subcontractor) in review of DWSD procedures, processes, contracts, procurement packages and Division 1 specifications, and make recommendations to improve the quality of construction and increase the number of contractors submitting bids and proposals

+ Assist project teams in developing efficient contracting strategies to achieve the work in an efficient manner, bringing best value to DWSD and promoting Detroit local participation. This may include taking a programmatic view to the overall construction work and developing both large and small contracts to achieve the City’s goals

+ Work jointly with the Program QA/QC Manager to develop construction and inspection quality standards and standard operating procedures (SOP) to drive quality work. Assist in implementing the quality program and its requirements into the work we perform for DWSD

+ Plan, staff and perform constructability reviews of designs working collaboratively with AECOM, DLZ and other subcontracted design firms performing design services under this contract

+ Work jointly with the Program Health, Safety & Environment (HS&E) Manager to plan and implement safe work practices on the contract per the Program Health and Safety Plan

+ Work constructively with Project Managers to develop project specific Construction Management Plans and Project Work Plans

+ Assist in the preparation and review of construction bid packages managed by AECOM

+ Lead the planning and implementation of construction management for permanent office space in the DWSD Huber St. building. Work cooperatively with AECOM Architects and Interior Designers to plan the space and prepare bid packages jointly with the AECOM Midwest Procurement Dept. Contractors will be procured directly by AECOM

+ Seek information from Task Leads and Project Managers in order to monitor and update task specific scheduled activities and inform the Program Manager of any forecasted schedule delays or budget overruns. Work cooperatively with Task Leads and Project Managers to find solutions to schedule delays and budget overruns and assist in developing action plans for recovery

+ Contribute to AECOM’s Monthly Progress Report and updates for the Monthly Progress Meeting with the client

+ Assist Project Managers with developing, scoping and pricing change orders

+ Contribute to the development of risk registers for task and project activities and work with the Program Manager, and other team members to develop mitigation plans

+ Attend regular DWSD CIPMO meetings to status and report on areas of your responsibility. Our intent is to never surprise the client with our activities and they are always well informed ahead of time

+ Ensure you are utilizing the appropriate charge codes for the work you are performing and understand the budgets you are working to

+ Immediately seek solutions to impasses that may delay production of the work. Collaborate with team members and the Program Manager to find solutions that will progress the work to schedule and quality requirements

+ Comply with the requirements of Other Direct Cost (ODC) guidelines established for the Program in the contract (CS-1812)

+ Work safely in your work environment and notify co-workers/Supervisor of unsafe acts whenever observed

+ Work cooperatively and in concert with team members to produce services and work product to the schedule developed for the Program

+ Any issues or concerns that may delay production must be brought to the Program Manager’s attention immediately

**Minimum Requirements**

+ Bachelor's degree in construction management or engineering

+ 10+ years experience with Construction management, project controls, contract administration, safety and quality process

+ Water and sewer transmission and distribution experience

**Preferred Qualifications**

+ Experience with Managing field crews, documentation of field activities, construction contracting knowledge and field inspection

+ CCM certification
