**Job Summary**

In September 2015, USAID/OTI launched the Macedonia Support Initiative (MSI) to support the reform processes outlined in the Przino Agreement. MSI works closely with Macedonian civil society organizations, media groups and government institutions in implementing key components of the reform agenda by increasing access to reliable information, encourage civic engagement and free and open civic discourse, and supporting democratic reforms that promote good governance.


MSI is in the process of transitioning its program portfolio to better target assistance through the final year of the program, and has recently on-boarded program staff to undertake a new cluster of activities aimed at enabling key democratic institutions to advance governance reforms. MSI seeks to provide all three program clusters and staff with management and support that will ensure development and implementation of a robust array of activities through to the end of the program in December 2018.

**Tasks and Deliverables**

The Temporary Employee shall perform the following tasks:

**Program Support:**

+ Provide technical guidance to the MSI cluster teams and MSI M&E team, including the following:

+ Build the capacity of staff within activity design and articulation, including but not limited to:

+ Per guidance from the MSI SMT, attend meetings with both potential and current grantees, supporting local staff who lead meeting discussions

+ Provide recommendations to staff to bring activity development in line with the vision of the MSI SMT

+ Assist staff with development of Yellow Light presentations;

+ Alert the MSI SMT and manage potential challenges as appropriate and in a timely fashion, allowing the MSI SMT to put in place mitigation measures

+ Draft activity decision memos

+ Review and edit summary, background, and justification sections as part of the OTI grant-making process

+ Mentor program development officers and activity officers through the grant development process, including application of best practices;

+ Review, edit, and draft grant implementation plans to ensure that sequencing and resource allocation according to the MSI activity cycle, including drafting of SOWs, timelines, presentations, and reporting requirements;

+ Draft key implementation documentation including strategic plans and media management plans per the guidance of the USAID CR; and

+ Support the MSI Program Team in the coordination of STTA Temporary Employees that support implementation of MSI activities

+ Troubleshoot implementation issues on activities across the MSI program portfolio

+ Provide assistance to the Good Governance Program Officer, including attending meetings with grantees, donors, and other activity stakeholders

+ Provide support with grant implementation, including:

+ Manage staff as they monitor implementation processes including those that require oversight of STTA Temporary Employees

+ Suggest organizational management tools

+ Review grant deliverables with program development officers and grants managers

+ Help with the programmatic and monitoring and evaluation of each grant activity, including review of FERs

+ Support management of the Pikasa portfolio, if needed

+ In consultation with USAID\\OTI and the MSI program team, identify opportunities to create synergies between program clusters

+ In consultation with the MSI’s SMT, conduct staff-wide or small-group trainings

+ Participate in upcoming MSI rolling assessment(s)

**Data Analysis and Visualization:**

+ In coordination with the OTI USAID DCR, analyze activity, cluster and program-level data for the purpose of presenting MSI program impact to targeted USG audiences

+ Assist MSI staff to examine various forms of research data, and identify trends that help describe MSI program impact, including qualitative, quantitative, key stakeholder and other forms of anecdotal data

+ Assist the MSI M&E team to produce case studies that accurately articulate program impact

+ Advise and support the Reporting Officer to better articulate and visualize data

+ Advise the Reporting Officer to better maximize Pikasa reporting and data analysis in support of individual activities and MSI program reporting

+ Draft SOW and serve as MSI-lead on prospective Data Visualization Temporary Employee assignments


+ Assist the COP with ad hoc reporting requests from USAID OTI, as necessary

+ Ad hoc requests from the AECOM COP and USAID\\OTI as needed

+ In coordination and cooperation with the MSI Reporting Officer, complete the draft case studies to better leverage both data and visualizations that articulate activity results


+ Attend weekly SMT meetings

+ Attend weekly meetings as designated by the MSI SMT (program and cluster meetings)

+ In consultation with the USAID\\OTI CR and the AECOM COP, design and present one session at each MSI Rolling Assessment

+ In consultation with the USAID\\OTI CR and the AECOM COP, develop and draft SOWs for incoming STTAs

+ One mid-term report no more than 3 pages and one final report no more than 5 pages. The format of each report will be provided by the MSI SMT.

**Management of the Assignment**

MSI may assign the Temporary Employee additional tasks as required to achieve the objective of this assignment. The Temporary Employee will take strategic direction from the USAID/OTI Country Representative (CR) and contractual direction from the MSI Chief of Party (COP). The COP will evaluate the Temporary Employee’s contributions, taking into account feedback from the USAID/OTI Country Representative (CR).

**Minimum Requirements**

+ Bachelor's Degree 9 years related work experience OR a Master's Degree and 7 years related work experience OR a Ph.D. and 5 years related work experience OR 18 years equivalent related work experience and specialized training.

**Preferred Qualifications**

+ Previous USAID experience
