**Job Summary**

AECOM’s public sector business unit growth continues are it has secured a its position on antoher public framework. With the win we are now looking for Programme Director to lead a Transformation project and act as the Work Package Lead.

As Programme Director within AECOMs Programme Leadership you will join a team with abroad capability and expertise in Programme and Project Management. With propositions founded on P3M principles and ways of working, the capability services many sectors across AECOM EMIA. The role will continue the work in developing the capability within the team, new service propositions and build key relationships with business leaders.

Our client is undergoing a transformation from a project based delivery organisation to a portfolio management supporting organisation. As Programme Director you will help lead the change and establish a culture of learning, ownership of problem resolution, encouraging team members to challenging the status quo whilst respecting the governance of decision making.

Central to achieving this objective will be the application of the P3M3 maturity model to move the organisation from level 2 to level 3 by April 2018. To achieve this objective and to upskill the organisation the team needs subject matter experts to develop and prove systems and processes and to train existing and newly recruited staff.

As Programme Director/ Transformation Work Package Lead you will:

+ Take on a leadership role within our clients transformation team supporting business change initiatives focused on ways of working, P3M practice development, P3O service integration and performance

+ Own the development and implementation of the P3O and Individual service line functions (in conjunction with the PPD DH P3O) and lead on the development and co-ordination of the LoE (Lines of Effort)

+ Ensure the P3O activities are integrated with CoE (Centre of Excellence)

+ Provide leadership to and on-going development of core P3O support functions to include Risk Management, Schedule Management, Resource and Forward planning Management, Benefits Management, Stakeholder Management, Portfolio Support Office, Finance and Commercial

+ Ensure P3O services and capability are communicated and embedded within FOM governance and delivery frameworks

+ Support the Hd PPD Delivery and DH PPD P3O with Portfolio level reporting that supports customer investment based decision making, to support future governance model

+ Promote upskilling of civil service appointees and manage the transition to a civil service staffed P3O function by 1 April 18.

**Minimum Requirements**

+ Proven experience and track record of senior roles in Programme and Project Management

+ Ability to use experience and apply within a fast track consulting based environment with an outcome focus

+ Identifies opportunities to build revenue from an end market perspective. Drives growth in order to improve profitability

+ Anticipate future trends and supports the business to maximise profitability

+ Manages client relationships with project decision-makers, owners and/or lead architects on largest and high visibility projects

+ Drive performance standards through effective delegation, expert communication and effective use of the performance management process

+ Provide project oversight

+ Identify sales opportunities and directs personal and group effort to pursue new clients and win work

+ Builds strong backlog/pipeline of future work

+ Anticipate future trends and supports the business to maximise profitability

+ A leader in a technical area or sector or service line

+ Manages and mentors Associate Directors

+ Serves as a nationally recognised technical expert

+ Provides input into and helps execute consulting strategy

+ Drives innovation, best practice and continuous improvement

Skills:

+ A relevant P3M qualification to practitioner level.

+ A recognized professional qualification and 20+ years proven experience of chosen discipline

+ Significant experience in designing and operating Portfolio and Programme Management Offices

+ Significant experience in Programme and Project delivery

+ Excellent communication skills in all forms

+ Proven experience in building and leading high performing teams

+ Proven ability to lead business change and improvement

+ Self-starter, driven with good consulting skills

Desirable

+ Experience of working in the Public Sector / Infrastructure or other UK public sector organisation

+ Operations Management experience

+ Change Management leadership

+ Previous experience of developing / implementing / leading Portfolio and Programme level support functions

+ Track record of developing client organisations

**Preferred Qualifications**

+ Ideally Degree qualified in Project Management, Quantity Surveying, Engineering or equivalent.

+ Held Senior positions of progression as Program Manager, Senior Project Manager or Senior Construction Manager.

+ Proven experience within Programme Management roles.
