**Job Summary**

The Project Controls Manager is the key person responsible for development and implementation of key success factors and the Program Controls and Reporting Plan, Program Communication Plan, Program Change Management Plan, Program Document Management Plan, and Program Information Management Plan. This role manages all elements of program cost and schedule estimating, analysis, control and reporting, including the structured dissemination and presentation of performance data necessary for informed management decisions. Critical to this task is the responsibility for establishment of the baseline schedule and budget with associated reporting and alterations to reporting. The Project Controls Manager is required to fully support the Program Director in the preparation and monthly presentation to the client of progress for the program, including key performance indicators.

Duties and Responsibilities:

+ Responsible for developing, managing and/or executing all phases of the project controls effort (planning/scheduling and cost analysis).

+ Manages a unique team of Project Control Engineers/Specialists, Cost/QS, Planners, and Document Controllers who are qualified to analyse, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones, and to meet control requirements of the project.

+ Provides regular updates to the Program Director and other key personnel.

+ Utilizes widely diversified knowledge of project controls activities, and draws upon extensive experience and exposure to various types of projects and clients to facilitate effective program management.

+ Provides guidance and specialized assistance to the Program Director for resolution of difficult and complex project control problems.

+ Interfaces with the client, attends regular meetings, and provides statistical reports.

+ Prepares status reports, oversees the preparation of monthly reports and prepares presentations regarding the progress of the work with respect to interim and major milestones.

+ Manages regular site inspections to assess program partner work progress based on approved schedule; planned versus actual progress.

+ Manages the assessment of the impact(s) of design/construction changes and schedule slippages.

+ Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules.

+ Works with the Program Director coordinating staffing requirements, assigns and supervises project work activities, and trains personnel.

+ Recommends and oversees the customization of project control systems and document controls system to meet specific project requirements.

+ Creates statistical reports for management on a recurring or one-of-a-kind basis.

**Minimum Requirements**


+ Minimum 15 years of related experience.

+ Minimum of 5 years should be in a project controls manager.

+ Active membership in professional/technical organization.

+ Minimum 3 years of project controls experience in Europe, Middle East, or Africa preferable.

**Specific skills required:**

+ Detailed knowledge of automated software use project controls and reporting schedule, costs, risks, safety and other KPIs.

+ Proven ability to perform in a management role.

+ Excellent written and oral communications skills.

+ Thorough knowledge of design industry practices and regulations.

+ Company/Business Line operations management experience.

+ General knowledge of scheduling and cost engineering principles.

+ Detailed knowledge of WBS development.

+ Detailed knowledge of Earned Value Management Systems (EVMS).

+ General knowledge of design, procurement and construction processes and their inherent schedule and cost performance risks.

+ Basis computer skills for scheduling software (P6, MS Project) and familiarity with project risk analysis.

+ Exceptional analytical and problem solving skills.

+ Strong leadership skills.

+ Strong management and decision making skills.

+ Capable of effectively communicating, both verbal and written, with all levels of program, operational, executive, and Client management.

**Additional Comments:**

+ Makes decisions with a thorough understanding of procedures, professional standards, company policies and business practices to achieve results and deadlines. Must possess knowledge of risk management and recognition of decisions that may impact the project/program.

**Preferred Qualifications**


+ Bachelor or Master’s degree in civil/railways/mechanical engineering, quantity surveying, or construction management from an accredited university from western Europe, Unites States, Canada, Australia, Japan, South Korea, New Zealand or South Africa.

+ Chartered membership of the Royal Institute of Chartered Surveyors (MRICS) or other internationally recognized institutions preferred.
