**Job Summary**

**Overall Responsibility/Job Summary**

Complete accountability and direction for entire project, from pre-construction phase to completion and is the primary liaison between AECOM and client interface. Accountable for all facets of the project are constructed in accordance with design, budget and schedule. Overall responsibility and management of project including but not limited to pre-construction budgeting/schedule stage, procurement, through contract closeout. Position has primary fiscal responsibility and key liaison between client for assigned project.

**Key Areas of Responsibility**

Pre-Construction Aspects:

1. Principal project management representative in contract negotiations with client in pre-construction, estimating, scheduling and procurement related items.

2. Participate in developing and communicating project bidding strategy with the project team.

3. Principal leader and authority, or delegate responsibilities to Project Managers, in contract negotiations with client, laborers, craft, etc...

4. Analyze, examine, review and discuss information and data with pre-construction and estimators to demonstrate best practices and value engineering for cost savings opportunities. Research and propose means and methods of construction, as well as recommend cost savings or potential problems on the project.

Project Management

1. Accountable for managing entire integrated project team through the assistance of Project Managers, and ensure project is completed within budget, schedule and conformance with design documents.

2. Communicate and establish priorities for the project staff based on owner and project requirements.

3. Accountable for ensuring project plan satisfies all aspects of the contract such as time frame, work plan, fiduciary and fiscal responsibility, staffing, allotment of available resources to various phases of the project, etc…

4. Approve all major purchase orders, change orders and contractor/vendor requisitions as prepared by the project management staff.

5. Examine, review and analyze cost reports and explain outliers and overages to client and integrated project executive team. Report immediately any unforeseen gaps, expenses, overages, etc… to AECOM and client. Propose recommendations and solution for cost-containment through value-engineering programs without compromising final outcome.

6. Approves all project forecasts, schedules, cost estimates, financial reports. Ensure that the owner is apprised of all deviations from the project baseline data (i.e., original schedule, budget, etc.).

7. Deliver and communicate client “business” related contact/correspondence to ensure consistency of AECOM reporting throughout the organization.

8. Implement corporate policies, procedures and organizational structure for assigned operating segments within the framework of corporate policy.

9. Approve and authorize project personnel transactions (hiring, transfers, wages, etc.) purchase requisitions, change requests, etc.

10. Ensure all company, client and project policies/procedures are adhered to as specified.

11. Provide advice, guidance, mentoring and direction to subordinates and other project management staff toward the achievement of their personal development goals.

12. Accommodate additional responsibilities as assumed through personal initiative or assigned by higher authority.

**Minimum Requirements**

**Education Minimum Requirements**

+ Bachelors Degree in Construction Management, Engineering or related field.

**Preferred Qualifications**

**Experience Minimum Requirements:**

+ Advance proficiency of the construction industry, risk management, procurement, industry standards and field operations required.

+ Relevant industry certifications.

+ Strong knowledge the integration and matrix design of project management, including but not limited to, budget, forecasting, pre-construction, estimating, procurement, project management, etc…

+ Successful and demonstrated management experience required.

+ Working knowledge of scope of work covered by contracts.

+ Skill in management and administrative experience.

+ Skill in written and oral communication.

+ Outstanding leadership ability.

**Preferred Qualifications**

+ A recognized degree in an engineering, architecture or construction management discipline, specialized courses in construction management or equivalent experience and training preferred.

+ Minimum of 20 years of project management experience

**Area of Expertise**

+ Proficiency and expertise related to type of project (vertical design, horizontal construction, etc…)

+ Project Management and Fiscal Responsibilities
