**Job Summary**

The USAID Climate Ready Project, implemented by AECOM, will provide a wide range of high-level, high-visibility technical assistance and capacity-building support in climate change adaption (CCA) and CCA finance. Project objectives include: (1) strengthening and mainstreaming CCA policies and laws; (2) enabling access to multilateral and bilateral climate change funds; and (3) strengthening implementation of CCA projects. Target countries will include: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The project is expected to run through November 2021.

**Scope of Work Overview**

The Senior Climate Change Adaptation Finance and Policy Advisor located in Fiji is principally responsible for helping PIC governments and partners to access and manage CCA funding while developing policy and regulatory frameworks to support adaptation implementation. The role is to provide technical assistance in forming a more sustainable financing structure for PIC National Adaptation Plans, through means such as regional and multilateral funding proposals. The position will also assist relevant government ministries with drafting and implementing key legislation and policy frameworks that enable adaptation activities and support adaptation goals outlined in National Adaptation Plans.

**Key Responsibilities**

The Senior Climate Change Adaptation Finance and Policy Advisor located in Fiji is supported by a senior-level Regional Coordinator, Program Assistant, and short-term Technical Assistants, and is responsible to perform or delegate and supervise the performance of the following:

+ Advisor will be responsible for technical delivery for all objectives within the sub-regional geographic area with technical and cross-cutting support from the main project office;

+ Assist Pacific Island governments and other partners to access and manage climate change adaptation funding;

+ Oversee planning, implementation and reporting of all three objectives and IDIQ TOs at the sub-regional and country levels;

+ Coordinate implementation of cross- cutting requirements;

+ Represent project with all stakeholders at sub-regional and country levels;

+ Support communications and knowledge management tasks;

+ Oversee satellite office operations;

+ Assist Pacific Island governments and other partners to develop appropriate policies and implementing mechanisms to enable climate change adaptation activities;

+ Support work planning and program reporting requirements.

+ Address any constraints that may arise during project implementation in close coordination with the project COP

**Minimum Requirements**

+ Relevant master’s degree in the component field;

+ Seven years progressively responsible experience and a proven track record in climate change finance, environmental policy, or relevant development assistance;

+ Combination of technical expertise, familiarity with current climate change adaptation funding mechanisms, and the ability to effectively communicate with senior leaders within the U.S. and regional governments;

+ Strong familiarity with the countries and cultures of the Pacific Islands and an extensive professional network in the Pacific are desired;

+ Demonstrated ability to work independently, and at the same time communicate effectively with both the Climate Ready management team and USAID.

**Preferred Qualifications**

+ Previous USAID experience
