General Statement of Duties:This is a very responsible technical and administrative position, which involves the construction, maintenance, and operation of the electric transmission and distribution systems and related facilities of the Electric Division.

The work includes responsibility for the safe and efficient operation of the Division’s electric systems and facilities, including transmission lines, distribution lines (overhead and underground), substations, street lighting, material storage facilities, construction equipment, vehicles, machinery, etc. The work requires that the employee have thorough knowledge, of and ability in the principles and practices of electric utility construction, operations, and maintenance.

Supervision Received: Works under the general direction of the General Manager or designated supervisor.

Examples of Duties: Coordinates and directs the resources of the Division to accomplish the construction, maintenance, and operation of facilities necessary to the transmission and distribution of electricity to the Division’s customers. Directs and oversees the activities of all employees involved in power dispatch, switching operations, and distribution dispatch. Provides direct supervision to the General Line Foreman, System Operators/Dispatchers, Stores Supervisor, System Clerk, and Laborer. Indirectly supervises Division line crews, contractor line crews, and contractor vegetation control crews. Develops and implements the work schedules of the System Operator/Dispatchers. Responsible for the specification, purchase and maintenance of the Division’s vehicles, construction equipment, and machinery. Analyzes records and inventories and ensures the appropriate availability of electric utility transmission and distribution materials, parts and supplies. Prepares or assists with the preparation of specifications and requisitions of materials and equipment. Oversees material and equipment inventory and stores operations. Administers the Division’s safety and industrial health programs. Oversees and directs the Division’s Apprentice Lineman training program, the training of new System Operator/Dispatchers, and any applicable on-going or refresher training. Responsible for the upkeep and general maintenance of the Division’s buildings and grounds at the John Street campus. When so directed, coordinates and oversees efforts to construct or modify buildings or the grounds at the John Street campus. Assists in budget preparation. Ensures the Division’s compliance with all applicable environmental regulations. Coordinates activities with other divisions and departments, other governmental agencies, customers, and the general public. Trains, counsels and evaluates employees. Performs on-call work as assigned. Performs other related work as required.

Required Knowledge, Skills, and Abilities:Thorough knowledge of the principles and practices of an electric utility transmission and distribution construction, operations, and maintenance. Considerable ability to plan for, coordinate, direct, and supervise the construction, maintenance, and operation of electrical transmission and distribution facilities. Considerable ability to supervise and direct electric utility workers at levels under area of responsibility. Considerable ability in oral and written communication. Considerable ability to analyze data, recommends courses of action, and prepares reports. Considerable ability to establish and maintain effective working relationships with co-workers, contractors, other utilities, and customers of the Electric Division. Good ability to use contemporary information technology, including hardware and software related to the electric utility field and an office setting. 

Qualifications:A bachelor’s degree from a recognized college or university in electrical engineering (power) plus eight (8) years of progressively responsible experience in electric utility distribution construction, maintenance, and operations which must include at least four (4) years experience as a supervisor, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.

Special Requirements: Must possess, or obtain within twelve (12) months of hire, and maintain Connecticut Valley Electric Exchange (CONVEX) Switching and Tagging certification. Must possess and maintain a valid State of Connecticut Motor Vehicle Operator’s License.
