As General Counsel and Senior Vice President for the Western Area Power Administration (WAPA), incumbent has the responsibility for the direction of all legal activities of WAPA, furnishing or overseeing legal advice and services.


The General Counsel & Vice President is responsible for providing executive leadership which encompasses the planning, development, and administration of Western Area Power Administration (WAPA)'s legal services.

As the General Counsel and Senior Vice President you will:

  • Be responsible for legal counsel on WAPA's position regarding all wholesale electricity business, legislative, regulatory, DOE policy and other changes which directly or indirectly impact WAPA's mission.
  • Supervise the work of and assignments made by Assistant General Counsels to staff attorneys; provides policy, technical, and administrative guidance, coordinates projects, and directs all legal activities from research through litigation, which may include personal involvement in the most comprehensive or precedent setting projects or actions.
  • Direct the preparation of and/or reviews, all opinions and office memorandum reports establishing WAPA's position on major legislation and other legal documents. As required, may prosecute, or defend WAPA's 2 position before the Federal Energy Regulatory Commission and other administrative bodies, which may involve judicial and/or political action at the local, state, regional, national, or international levels.
  • Exercise review and supervisory authority for all legal work at WAPA including that pertaining to power marketing and transmission management; sales and operations; construction, supply and services contracts and claims; property management including acquisition or disposal of real and personal property; personnel law, labor relations and related administrative matters; and ethical restrictions that
    apply to Federal employees.
  • Maintain continual relationships with top level management officials and key representatives of other Federal agencies, local public bodies, private and publicly owned utilities, and various interest groups on all legal matters affecting WAPA.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.


Western Area Power Administration (WAPA) is one of four power marketing administrations within the U.S. Department of Energy whose role is to market and transmit wholesale electricity from multi-use water projects. Our service area encompasses a 15-state region of the central and western U.S. where our more than 17,000 circuit mile transmission system carries electricity from 57 hydropower plants operated by the Bureau of ReclamationU.S. Army Corps of Engineers and the International Boundary and Water Commission. Together, these plants have an installed capacity of 10,504 megawatts. We sell our power to preference customers such as Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts and Native American tribes. They, in turn, provide retail electric service to millions of consumers in the West.
